Le 28 mars 2025, DBRS Ratings GmbH (Morningstar DBRS) a révisé la tendance afférente à la note à Long Terme de la Ville de Lyon de Stable à Négative et a confirmé la note AA (high). Morningstar DBRS a aussi révisé la tendance afférente au programme EMTN de 500 millions d'euros de la Ville de Stable à Négative et a confirmé la note AA (high). Dans le même temps, Morningstar DBRS a confirmé les notes à court terme R-1 (high) de la Ville et celle de son programme de NEU CP de 150 millions d'euros. La tendance sur l'ensemble des notes à Court Terme reste stable.
