DBRS Morningstar Confirms Ratings of Cartesian Residential Mortgages 4 S.A.
RMBSDBRS Ratings GmbH (DBRS Morningstar) confirmed its ratings of the notes issued by Cartesian Residential Mortgages 4 S.A. (the Issuer) as follows:
-- Class A Notes at AAA (sf)
-- Class B Notes at AA (high) (sf)
-- Class C Notes at A (sf)
-- Class D Notes at BBB (high) (sf)
The ratings of the Class A Notes and Class B Notes address the timely payment of interest and ultimate payment of principal on or before the legal final maturity date. The ratings of the Class C Notes and Class D Notes address the ultimate payment of interest and principal on or before the legal final maturity date.
The confirmations follow an annual review of the transaction and are based on the following analytical considerations:
-- Portfolio performance, in terms of delinquencies, defaults and losses, as of the May 2020 payment date.
-- Portfolio default rate (PD), loss given default (LGD), and expected loss assumptions on the remaining receivables.
-- Current available credit enhancement to the notes to cover the expected losses at their respective rating levels.
-- Current economic environment and an assessment of sustainable performance, as a result of the Coronavirus Disease (COVID-19) pandemic.
The Issuer is a securitisation of Dutch prime residential mortgage loans originated by Venn Hypotheken B.V. The portfolio is serviced by Ember VRM S.a.r.l., with Stater Nederland B.V. and HypoCasso B.V. acting as subservicers.
PORTFOLIO PERFORMANCE
As of May 2020, loans two to three months in arrears were 0.2% of the outstanding portfolio balance, and loans more than three months in arrears were 0.1%, both up from 0.0% at closing. As of May 2020, the cumulative default ratio was 0.0%.
PORTFOLIO ASSUMPTIONS AND KEY DRIVERS
DBRS Morningstar conducted a loan-by-loan analysis of the remaining pool of receivables and updated its base case PD and LGD assumptions to 3.7% and 17.9%, respectively.
CREDIT ENHANCEMENT AND RESERVES
As of the May 2020 payment date, credit enhancement to the Class A, Class B, Class C, and Class D Notes was 11.3%, 7.8%, 5.5%, and 3.9%, up from 11.0%, 7.6%, 5.3%, and 3.8% at the DBRS Morningstar initial rating, respectively. Credit enhancement consists of subordination of the junior notes and a reserve fund.
The transaction benefits from a reserve fund of EUR 7.5 million. The entire reserve fund is available to cover senior fees, senior swap payments, interest shortfalls on the Class A and Class B notes and the Class A principal deficiency ledger (PDL) before being replenished to its first target level (1.25% of the outstanding Class A and Class B notes). The remaining reserve balance is available to cover interest shortfalls on the Class C and Class D notes in addition to the PDLs on the Class B, Class C, and Class D notes before being replenished to its second target level (2.0% of the outstanding Class A to Class E notes, subject to a floor of EUR 100,000).
At closing, a pre-funding reserve was funded using overissuance of the Notes to EUR 44.5 million and was used to purchase additional mortgages loans during the prefunding period prior to the first payment date.
Citibank Europe plc – Luxembourg Branch (Citibank) and Citibank N.A., London Branch act as the Issuer Account Bank and Issuer Account Agent for the transaction, respectively. Based on the private DBRS Morningstar rating of Citibank, the downgrade provisions outlined in the transaction documents, and other mitigating factors inherent in the transaction structure, DBRS Morningstar considers the risk arising from the exposure to the account bank to be consistent with the ratings assigned to the notes, as described in DBRS Morningstar's "Legal Criteria for European Structured Finance Transactions" methodology.
BNP Paribas SA acts as the swap counterparty for the transaction. DBRS Morningstar's public Long-Term Critical Obligations Rating of BNP Paribas SA at AA (high) is above the First Rating Threshold as described in DBRS Morningstar's "Derivative Criteria for European Structured Finance Transactions" methodology.
DBRS Morningstar analysed the transaction structure in Intex DealMaker.
The Coronavirus Disease (COVID-19) and the resulting isolation measures have caused an economic contraction, leading to sharp increases in unemployment rates and income reductions for many borrowers. DBRS Morningstar anticipates that delinquencies may arise in the coming months for many RMBS transactions, some meaningfully. The ratings are based on additional analysis and adjustments to expected performance as a result of the global efforts to contain the spread of the coronavirus. For this transaction, DBRS Morningstar increased its expected PD for self-employed borrowers, incorporated a moderate reduction in residential property values, and considered reported payment holidays in its analysis.

To assess the impact of changing the transaction parameters on the rating, DBRS Morningstar considered the following stress scenarios as compared with the parameters used to determine the rating (the Base Case):
-- DBRS Morningstar expected a lifetime base case PD and LGD for the pool based on a review of the current assets. Adverse changes to asset performance may cause stresses to base case assumptions and therefore have a negative effect on credit ratings.
-- The base case PD and LGD of the current pool of loans for the Issuer are 3.7% and 17.9%, respectively.
-- The risk sensitivity overview below illustrates the ratings expected if the PD and LGD increase by a certain percentage over the base case assumption. For example, if the LGD increases by 50%, the rating of the Class A Notes would be expected to fall to AA (sf), assuming no change in the PD. If the PD increases by 50%, the rating of the Class A Notes would be expected to fall to AA (sf), assuming no change in the LGD. Furthermore, if both the PD and LGD increase by 50%, the rating of the Class A Notes would be expected to fall to A (sf).
