DBRS Morningstar Upgrades and Confirms Ratings on BBVA Consumo 10 FT
Consumer Loans & Credit CardsDBRS Ratings GmbH (DBRS Morningstar) took the following rating actions on the bonds issued by BBVA Consumo 10 FT (the Issuer):
-- Series A Notes confirmed at AA (sf)
-- Series B Notes confirmed at AA (low) (sf)
-- Series C Notes upgraded to A (low) (sf) from BBB (high) (sf)
The rating actions follow an annual review of the transaction and are based on the following analytical considerations:
-- Portfolio performance, in terms of delinquencies, defaults, and losses, as of the June 2021 payment date;
-- Probability of default (PD), loss given default (LGD), and expected loss assumptions on the remaining receivables;
-- Current available credit enhancement to the notes to cover the expected losses at their respective rating levels; and
-- Current economic environment and an assessment of sustainable performance, as a result of the Coronavirus Disease (COVID-19) pandemic.
The Issuer is a cash flow securitisation collateralised by a portfolio of consumer loans originated and serviced by Banco Bilbao Vizcaya Argentaria, S.A. (BBVA) to Spanish individuals to finance consumer activities. The transaction closed in July 2019 and included an 18-month revolving period which ended with the December 2020 payment date, as scheduled. As a result, the Series A Notes have been amortising since the March 2021 payment date.
PORTFOLIO PERFORMANCE
As of June 2021, loans two to three months in arrears represented 0.3% of the outstanding portfolio balance, up from 0.1% in June 2020. The 90+ days delinquency ratio was 1.8%, up from 1.0%, and the cumulative default ratio increased to 2.0% from 0.0% in the same period.
PORTFOLIO ASSUMPTIONS AND KEY DRIVERS
DBRS Morningstar conducted a loan-by-loan analysis of the remaining pool of receivables and has maintained its base case PD and LGD assumptions at 5.2% and 65.6%, respectively.
CREDIT ENHANCEMENT
As of the June 2021 payment date, credit enhancement to the Series A, Series B, and Series C Notes were 13.4%, 10.0%, and 5.1%, respectively, up from 10.0%, 7.1% and 3.0%, respectively, in June 2020. The credit enhancements to the notes increased compared with the previous annual review because of the start of the Series A Notes amortisation following the end of the revolving period in December 2020.
The transaction benefits from a reserve fund of EUR 8 million which is available to cover senior expenses and interest shortfalls on the rated notes. The reserve fund started amortising upon the end of the revolving period and the amortisation of the Series A Notes. The reserve fund’s target balance equals 0.5% of the outstanding balance of the notes, floored at EUR 2.5 million.
BBVA acts as the account bank for the transaction. Based on the account bank’s reference rating of A (high), one notch below the DBRS Morningstar Long-Term Critical Obligations Rating of AA (low), the downgrade provisions outlined in the transaction documents, and other mitigating factors inherent in the transaction structure, DBRS Morningstar considers the risk arising from the exposure to the account bank to be consistent with the rating assigned to the Series A Notes, as described in DBRS Morningstar's "Legal Criteria for European Structured Finance Transactions" methodology.
DBRS Morningstar analysed the transaction structure in Intex DealMaker.
The Coronavirus Disease (COVID-19) and the resulting isolation measures have caused an economic contraction, leading in some cases to increases in unemployment rates and income reductions for borrowers. DBRS Morningstar anticipates that delinquencies may continue to increase in the coming months for many structured finance transactions, some meaningfully. The ratings are based on additional analysis and, where appropriate, adjustments to expected performance as a result of the global efforts to contain the spread of the coronavirus.
For this transaction, DBRS Morningstar conducted additional sensitivity analysis to determine that the transaction benefits from sufficient liquidity support to withstand potential high levels of payment holidays in the portfolio.

To assess the impact of changing the transaction parameters on the ratings, DBRS Morningstar considered the following stress scenarios as compared with the parameters used to determine the ratings (the Base Case):
-- DBRS Morningstar expected a lifetime base case PD and LGD for the pool based on a review of the current assets. Adverse changes to asset performance may cause stresses to base case assumptions and therefore have a negative effect on credit ratings.
-- The base case PD and LGD of the current pool of loans for the Issuer are 5.2% and 65.6%, respectively.
-- The risk sensitivity overview below illustrates the ratings expected if the PD and LGD increase by a certain percentage over the base case assumption. For example, if the LGD increases by 50%, the rating of the Series A Notes would be expected to remain at AA (sf), assuming no change in the PD. If the PD increases by 50%, the rating of the Series A Notes would be expected to fall to AA (low) (sf), assuming no change in the LGD. Furthermore, if both the PD and LGD increase by 50%, the rating of the Series A Notes would be expected to fall to A (low) (sf).
